Write SigMF data file from BLUE file samples.

Parameters:

• blue_path (Path) – Path to the BLUE file.

• data_path (Path) – Destination path for the SigMF dataset (.sigmf-data).

• h_fixed (dict) – Header Control Block dictionary.
